Background:

Tim has had considerable experience providing public law and policy advice to large corporates, key government departments, state owned enterprises and crown entities. He is also very experienced at providing competition and regulatory law advice across a range of industry sectors including transportation, and energy.

Tim joined Russell McVeagh in 2005 to lead the Public Law and Policy practice. Prior to this, he established and led the Public Law and Policy Workgroup of another New Zealand Law firm.

Transaction Experience

  • Advising Transfund on the Land Transport Management Act, the Competitive Pricing Procedures under the new legislative framework and various public law issues. 
  • Advising Tourism New Zealand on a range of public law and related commercial activities. 
  • Advising The Railways Corporation/Ontrack on the buyback of the Auckland Rail Corridor, law reform issues and various public and statutory framework issues. 
  • Advising the Ministry of Fisheries on a dispute with the Fishing Industry in relation to the cost-recovery mechanism under the fishing quote allocation system. 
  • Advising Land Information NZ on a range of public law issues and reforms including land tenure review and the review of the Public Works Act. 
  • Advising Transpower NZ Ltd on various contractual issues, various public law issues and the introduction of the Part 4A price control regime. 
  • Advising each of Fonterra, the Todd Corporation and Auckland International Airport on various government relations strategies. 
  • Advising the Motor Trade Association on various competition issues and various Public law and law reform issues. 
  • Advising Silver Fern Shipping on a government relations strategy in relation to port reform, litigation against Westgate Port and various competition law issues and maritime law issues. 
  • Advising the NZRU on competition law issues and authorisation process for a salary cap regime, the public law issues around the implementation of the Competitions Review and strategic advice around the World Rugby Corporation challenge. 
  • Advising Education NZ Trust on various compliance issues.
